Companies like Walmart see chargers with free charging as a way to get people to come to their stores. The cost of installing the charger will be recouped quickly through in-store sales.
Among the reasons that EV sales have flattened is the availability of EV chargers. There are several plans to change that, one of which is incentives. View it the same way you would with an American Express card.

Independent companies ChargePoint, Blink Charging, and EVgo have rolled out a public charging network. None is large enough to match th one Tesla has. Some car companies use Tesla’s network but would rather not help their largest competitor.
Some people list the lack of public charging stations as a primary reason they do not want an EV. At-home chargers are fine for people who commute 100 miles a day. For those with longer commutes or who want to take road trips, a lack of charging stations means fewer EV sales.
Walmart has 4,600 stores in America. By itself, it could help solve the public EV charging problem.
